问题描述
OR-Tools 对不可达路段赋予 LARGE_COST 惩罚而非硬禁止。当所有起点都能到达终点（因此未被剔除），但某两个相邻起点之间实际无法连通时，OR-Tools 仍会被迫选择该死路，最终返回 status= success
但路线实际不可行。
