背景
目前只有「自動化流程」（建單 / ECPay 付款 callback / 旅客自助取消 / 旅客退款申請）會派送 Telegram 訂單事件通知。管理員在後台手動操作訂單時不會發任何 Telegram 通知，導致管理員群組 / 導遊 /
