当前顶部导航有「创建案例」，用户也可以从「我的提交」管理草稿/待审核/需修改案例。实际产品流程应统一：
- 顶部导航不再直接暴露「创建案例」。
- 「我的提交」改名为「我的素材」。
- 新建、继续编辑、提交审核、重新提交都应从「我的素材」进入。
这可以避免用户在导航栏直接进入创建流，同时让素材管理页成为作者侧唯一入口。
