背景
现有告警（#30/#33）按任务级整体成功率判定。一个定时任务常绑多个站点、每站点测多个模型，单个「站点×模型」格子故障会被其他正常格子稀释，整体仍在阈值之上 → 该报没报。与产品近期「按模型看数据」方向也不一致。
目标
告警判定下沉到每个「站点×模型」格子各自判断；同一轮多格同时翻转聚合成一红一绿两条飞书卡。纯后端策略改动，前端配置与拨测主流程不动。
