AI 流式输出时，如果用户调整了当前查看消息的位置，界面仍会持续自动聚焦到正在输出的位置。
期望行为
流式输出期间，如果用户手动滚动到其他位置阅读历史消息，应保持用户当前查看位置，不要每次都自动滚动到底部或聚焦到流式输出。
建议规则
- 如果用户当前已经在底部附近，流式输出继续自动跟随到底部。
- 如果用户手动向上滚动离开底部，则暂停自动跟随。
- 用户再次滚动到底部后，恢复自动跟随。 ...
