처음엔 seedDefaultRules의 우리 매장 거래처 30여 개가 다 범용 결함인 줄 의심했으나, 호출 조건 확인 결과 currentStore.id===SEED_LEGACY_STORE_ID(우리 매장)일 때만
실행 → 다른 매장엔 안 심김. 이미 가드됨.
