배경
현재 뉴스 크롤은 고정 cutoff_minutes=30으로 발행 30분 이내 기사만 적재한다. 스케줄러는 15분 주기.
문제:
- gap: 스케줄러가 30분 이상 다운되면 그 사이 발행 기사가 영구 누락.
- 겹침 낭비: 매 크롤이 직전과 시간창이 겹쳐 dedup이 같은 기사를 반복 제거.
