FAQ API와 faqs 테이블은 존재하지만, 운영 DB에 FAQ 데이터가 없으면 프론트 FAQ 화면이 빈 상태로 노출됩니다.
공지사항 기본 데이터와 동일하게 DAMARA 서비스에서 바로 사용할 수 있는 기본 FAQ를 서버에서 제공하도록 보강했습니다.
