#198에서 탭 패널을 내부 스크롤러(overflow-y:auto)로 바꿈. 수평 스와이프가 락(isTabDragging)된 동안에도 패널이 네이티브 세로 스크롤(pan-y)을 계속 수행. 기존 문서-스크롤 모델의
