背景
元データに緯度経度が無く（location.point が常に null）、地理的距離で「近隣」を測れない。暫定的に「同一県内」を近接の代理として用いている。
やること
- 上流パイプラインに市区町村のジオコーディング（location.point の付与）を要望する。
- 付与後、「近隣を追加」を県内代理から距離ベース（半径 N km 等）へ置き換える。
