Genesis Sprint 7: define context explanation requirements

Create the requirements document for the canonical agentforge explain-context MVP.

Scope:

• command purpose and user workflows
• target project path behavior
• relationship to AICS validation and validate-context
• output expectations for humans and AI assistants
• invalid-context behavior and exit code expectations
• test, CI, and documentation expectations for the sprint

Acceptance criteria:

• a requirements document exists under .agentforge/requirements/
• the document defines the MVP command behavior before implementation begins
• the document identifies explicit out-of-scope items and safety constraints
• later Sprint 7 decision and implementation work can trace back to this requirements record
