Genesis Sprint 7: decide context explanation output and validation boundary

Record the architecture and output decision for the canonical agentforge explain-context command.

Scope:

• whether explanation is a read-only report, validation wrapper, or both
• output format for the Genesis MVP
• how the command reuses AICS validation behavior without duplicating validator authority
• exit code semantics for valid, invalid, and missing project paths
• boundaries for future machine-readable output or richer reports

Acceptance criteria:

• an ADR or equivalent durable decision record exists
• the decision defines the initial output and validation boundary for Sprint 7 implementation
• the decision states what is explicitly deferred beyond the MVP
• implementation and test issues can trace behavior back to this record
