What to build

Integrate Tailwind into the React app and define a minimal design token system for colors, spacing, typography, and states. Deliver shared UI primitives to ensure consistency before feature-heavy map and analytics work starts.

Acceptance criteria

• Tailwind is installed, configured, and active in the app
• Core design tokens are defined and documented for team use
• At least 3 reusable UI primitives are implemented and used on one screen
• Responsive behavior works on mobile and desktop breakpoints
