What to build

Add Machine Registry behavior and codemesh machine register as the first machine identity tracer. A machine gets a locally minted persistent ID and mutable facts such as hostname, OS, architecture, and workspace root without leaking those facts into shared topology by default.

Acceptance criteria

• machine register creates or reuses a persistent local machine ID.
• Machine facts include hostname, OS, architecture, workspace root, and timestamps.
• Re-running registration updates mutable facts without changing identity.
• machine register has human output, JSON output, docs, and e2e coverage.
• State Store migration preserves existing local state.
