Add a developer self-service quota request endpoint with admin approval

Description

This is a backend issue for the GrantFox campaign. POST /api/quota/requests for developers; admin approval workflow updates the developer's plan_overrides.

Requirements and Context

• Request body validated
• Email to admin on submission
• Approve/reject endpoints
• Audit log entries
• Must be secure, tested, and documented
• Should be efficient and easy to review

Suggested Execution

1. Fork the repo and create a branch

   git checkout -b feature/quota-self-service

2. Implement changes
   • src/routes/quota/requests.ts (new)
   • src/services/quotaService.ts (new)
3. Test and commit
   • Run the repo's standard test suite and lint
   • Cover edge cases; include output in the PR

Acceptance Criteria

• Validates body
• Notifies admin
• Approve flow works
• Audit log written

Guidelines

• Minimum 90% test coverage on changed lines
• Input validation at the boundary; standardized error envelope
