Update YAML frontmatter in all affected agent config .md files to remove question from the tool/permission list.

What to Change

• Remove question from the YAML frontmatter tool list
• This ensures the dispatch prompt generator does not present question as an available tool

Not Affected

• .opencode/agents/Orchestrator.md — keep question as primary agent
• .opencode/agents/Super-Admin.md — keep question (Phase 0 instruction update covers the subagent concern)
