Task

Verify that the HANDOVER protocol contract (from Phase 0) is correctly followed by the compliance_gate_approve_deliverables flow.

What to Verify

• Subagent HANDOVER.md with ## Questions for User section is correctly processed by Orchestrator's approval flow
• Orchestrator can read and relay the questions from HANDOVER
• The ## Assumptions section provides adequate context for approval decisions
• The ## Blocked Actions Requiring User Approval section properly escalates to parent

Test Scenarios

1. Subagent produces HANDOVER with Questions → Orchestrator approval flow reads and stores
2. Subagent produces HANDOVER with Assumptions → Guardian reviews for completeness
3. Subagent produces HANDOVER with Blocked Actions → Orchestrator asks user via primary session
