P2-1: Resolve strict_no_gate pending tasks

Problem

doctor Check 11 reports 1 HIGH violation: strict_no_gate — "Enforcement mode is strict but 15 pending tasks have no armed gate session".

Fix

Either arm gate sessions for pending tasks or remove obsolete tasks from Task.DAG.json.
