B7 — Register the note experience as the note-workbench feature pack

Context

Compose editor + link parser + graph view + the Notes/Graph routes into one feature pack registered via B3 #296. PKM is now concretely this pack + the seed node pack. Dashboard/Marketplace are explicitly not included (app-shell — triage separately).

Scope — in

• note-workbench pack bundling the routed modules, declaring its capabilities.
• Core + Blueprint engine boot and run headless with the pack disabled.

Scope — out

• Dashboard, Marketplace, and other app-shell surfaces.

Acceptance

• Pack disabled: core + engine boot; a headless blueprint (trigger.note.saved → action.ai.summarize → action.tag.add) runs end-to-end against the API with no UI present.
• Pack enabled: /app Notes + Graph experience is unchanged for users.
• The pack imports nothing outside ModuloCoreAPI.
