Lock expanded control panels at UI top when scrolling

In both QuickView and QuickView, when a lot of variables have been loaded, the viewport gets busy, and scrolling often becomes necessary. Currently, if I scroll down, I will lose the control panels that are placed above the viewport. Could we "lock" those expanded control panels so that they are always accessible–e.g., even when I'm looking at the bottom row of plots in the viewport? Thank you!

It used to be like that but the logic of dynamic toolbar size broke it.
