[SSoC26] [Easy] feat(memory): Implement local backup and restore scripts

Goal

Create backup and restore utilities for user memory stores.

Requirements

• Create CLI commands to export approved memory entries to an encrypted JSON backup file.
• Create commands to restore memory stores from backup files.
• Add unit tests verifying export and import validation.
