Plugin for a default implementation of list_shortcuts keyboard shortcut that lists available keyboard shortcuts.

One weird bit about moving this to a plugin is that, right now, core has it built-in to the "enter" shortcut to display a toast telling folks to use the list shortcuts shortcut.

Talked with Aaron about it and we decided one way to handle this was to have core pop a toast with a message that doesn't mention the list shortcuts shortcut (such as recommending to use cmd+enter), and then we could have the plugin overwrite that message with one that says to use list shortcuts instead. then the remaining bit we need in core is a good way for the plugin to dismiss the toast when the modal opens
