Windows narrator does not read flyout blocks correctly

The role of "listitem" and aria-label attributes don't work together for Windows narrator. Instead, narrator is looking for the listitem content, it ignores aria-label. As a fallback, it reads out the first thing it can which is the first letter of the first text element.
