[FEATURE] Align employment categories with SANDAG categories

The employment module currently uses two-digit NAICS/industry codes. regardless of ownership (Federal, State, Local, Private, etc...). This is misaligned with how SANDAG's Economics Team creates county-level employment for the Regional Forecast. We need to align our Estimates employment categories with their categories.

The use of [industry_code] throughout the process needs to be augmented with [ownership_title] and aligned with SANDAG Economics Team categories.

Describe alternatives you've considered

We had discussed the benefits of using two-digit NAICS codes independent of ownership, but it was determined due to difficulties with the REMI process that a combination of both ownership and NAICS is required.

Additional context

The SANDAG Economics' Team employment categories are as follows. Note the use of the two-digit NAICS code of "99" as the Government ownership categories include all NAICS codes excepting 61, 62, 71, 722, 723. The two-digit NAICS code category of "92" is not provided and is wrapped into the Government ownership categories.
