What to build

Tighten the hosted-file preview and content-extraction pipeline so preview remains useful without paying unnecessary object-storage egress and worker CPU costs. The system should avoid expensive full-file processing for low-value or oversized cases, and the PDF preview path should be more self-contained and predictable.

Acceptance criteria

• The content-extraction path applies stricter cost controls for file size, file type, and extraction eligibility.
• PDF preview avoids unnecessary external runtime dependencies where practical and remains functional for supported files.
• Large or low-value files follow a cheaper fallback behavior that is clear to users.
• Verification captures at least one before/after example of reduced preview or extraction cost.
