Description

Finish the pre-Phase 3 governance cleanup after PR #341 by shrinking remaining active API/Hub Markdown entrypoints, routing readers to source owners and useful tests, and preventing duplicate event/deployment tables from becoming active truth sources again.

Acceptance Criteria

• api/events.md is a concise event contract index that points to Edge/Hub/shared source owners and evidence boundaries.
• hub-server/README.md and hub-server/deployments/README.md are concise owner docs; old longform versions are archived.
• Hub architecture/deployment docs no longer duplicate event tables or live-infra facts.
• scripts/verify-doc-ssot.ps1 enforces active Markdown line limits and stale active branch/status wording for the newly covered paths.
• Passes S.U.P.E.R Quick Check for: S, P, E, R.
• Satisfies test expectation: doc SSOT, real E2E contract, project skill whitelist, OpenAPI YAML parse, and diff check pass.
