Determine how Used goods and Scrap are handled in non-US IO table

For non-US IOT used by CEDA, determine if there is an either explicit or implicit treatment of used goods or scrap in the IOT.
If this is not immediately present in the tables themselves, consult table documentation.
If table documentation does not resolve the issue, consult the UN IOT guidance.
