Create machine-readable record of job info

Simple JSON file containing things like the content ID, job creation time, etc.

Some fields can start off null if they can't be filled in later, such as job submission time (from reading the submission file)

This will have to go in the logs directory and the logic around wheter a job 'has_logs' status in state and elsewhere will need to reflect the existence of a *_slurm.log or nextflow.log instead

This would be easiest to attach as a dump method to the new model class; maybe just convert it to Pydantic to get that for free?
