Add UC table resource support to databricks asset bundle

adding table resource support in DAB means that we can simplify table creation and permissioning. and we can use existing tools to enforce polices against it like OPA/conftest. this simplifies administration instead of having fragmented tools to enforce policies.

I second this. While DLT pipelines can alternatively be used with its declarative framework for tables, I have other use cases where I'd like to create meta data tables that don't have an initial source where records would flow from, and I would be editing that table directly in each target environment which DLT would not be ideal for.

@andrewnester : I hope this feature is not such a big deal as the schemas are already supported (which is great 👍) ?Unfortunately, my Go skills are equal to zero, otherwise I would try to contribute here...

I am working on a schema_management job that will kick in after DAB deployment. It runs a job that deploys tables/views/functions using a Notebook task with DDLs. Not ideal...
A better solution for us would be to have the DAB deploying tables/views/functions instead.

Please prioritize this feature.
