Skill Installed as plugin is not available for Copilot

I'm trying to install one of the plugins automate-this to use the skill automate-this in copilot environment.

Attaching my copilot-setup-steps file below, where I'm trying to install this plugin.

As mentioned in the screenshot, the plugin got installed successfully.

But when I'm trying to invoke/activate the skill from copilot chat, it says the skill is not available.

I have gone through #1585 and got to know that plugin installation needs the session restart for the skills to be available. But since we are installing the plugins from copilot-setup-steps.yaml, session restart mightn't be possible. (Please let me know if there a way to do so).

Could you please let me know on how to ensure that plugins installed through copilot-setup-steps.yaml are available for copilot coding agent ?

I'm not sure if plugins are supported by CCA, I'll have to follow up with the team on that
