pasted urls turn into a single `È` character

Describe the bug

When I try to paste a link like https://github.com into copilot, it replaces it with È.

The model also interprets it that way

Steps to reproduce the behavior

1. paste a link that starts with https:// (i didn't try other formats, but pasting non-linky things seems to work)

Expected behavior

I see the pasted link

I have been seeing this problem recently for all kinds of copied values, including code snippets and even single words.
