Questions about this - would the resource look up the images, partner images and sizes based on a look up criteria, or would data sources be needed for those?

Probably the properties would be string fields and the resource could use ValidateFunc to fetch the possible values from the runner images API during the Plan step

I've just seen that the github_actions_hosted_runner resource is available now
