Option to always have auto-merge enabled on pull requests (on non-forks) vs admin having to enable it every pull request manually.

I find auto-merge is useful, especially for automated pull requests, I would like to have a setting where repository administrators can set up auto-merge on all repositories that requires at least 1 approving review from a user with write access (yes this also includes reviews from the ``github actions`` bot).
