Admin can add a doctor

User Story

Title:

As an admin, I want to add doctors to the portal, so that they can provide services to patients.

Acceptance Criteria:

1. The admin can open the doctor registration form.

2. The admin can enter the doctor's name, email, specialization, and contact information.

3. Required fields are validated.

4. Duplicate doctor accounts are rejected.

5. The new doctor appears in the doctors list after registration.
