Cannot setup metered billing via Azure

When I try to setup a metered billing via Azure, it prompts me to an azure login page, but when I try to login our azure account, it says

"This username may be incorrect. Make sure you typed it correctly. Otherwise, contact your admin."

I am sure it is correct because we previous setup it as our GitHub Enterprise metered billing source.
