I am experiencing an "Access Restricted - You have triggered a rate limit" issue when trying to access raw.githubusercontent.com and user-images.githubusercontent.com static resources.

Here are the details of my situation:

• I have been using GitHub as an image hosting solution by setting up a personal repository. I integrated it with PicGo for automatic image uploading and used Obsidian to embed and view those images in my notes.
• Recently, I suddenly found that I could no longer preview any images hosted on GitHub. The issue occurs both inside Obsidian and directly when browsing the repository through GitHub's web interface.
• I can still access github.com normally and upload new images to my repository without problems.
• However, static resource URLs (e.g., raw.githubusercontent.com links) cannot be loaded and show the "Access Restricted" rate limit error.
• I have already cleared the local DNS cache, flushed browser cookies, changed my network IP (using both a mobile hotspot and VPN), and used incognito mode to eliminate possible local issues. The problem persists across different IP addresses and sessions.

My question is:

• Is my IP address or account currently restricted?
• Is there an approximate timeframe for automatic lifting of this rate limit? I have been waiting for 3 hours and nothing changed.
• Are there any further actions I can take to resolve this issue?

Solution: Open the browser language configuration such as: chrome://settings/languages
Don't set Chinese (Simplified) to the top, you can use English or Chinese.

It is very suspected that GitHub is executing a secret censorship command from China; your Accept-Language rule only rejects real browsers rather than crawlers.

And note that the hijacking of raw.githubusercontent.com to 0.0.0.0 was nearly at the same time lifted in most provinces.

The avatars and raw subdomains host many user-generated contents and are obviously a threat to Chinese censors. Furthermore, they have already been used by activists for propaganda.

This issue is not resolved and there is no workaround. Main issue is that you can't sign in when restricted to overcome this issue. In case you're logged in, then there is almost no (human visible) restrictions. But when you're not, then you can't even sign in to overcome this. It is very frustrating.

In my case the issue is causing (how ironic) Microsoft's own repository – particulary list of all icons – https://github.com/microsoft/fluentui-system-icons/blob/main/icons_regular.md

Can you fix the issue so at least I can sign in when I face that limit?
