Can't generate a fine grained personal access token

I click generate new token, then add in a token name, keep all the settings the same, and click generate token and it just takes me back to the previous page that says No fine-grained tokens created. I can create a classic token but not this kind. I tried with a fresh account too and it still doesn't work.
