GitHub Copilot - Incorrectly recognizing and outputting XML tags

Hello,

I have an handful of examples where I need github copilot agents to output an XML document with a element. It is incorrectly recognizing it as . I have been able to get around this by some pretty annoying prompting and multiple iterations, but looking through the copilot agent sessions, it just keeps spinning around this point for an excessive amount of time.

Also attaching the verbose logs from the github run, the Descriptor.xml file which is what it used for reference, and the sunriseTEST.xml which is the output. The only way I was able to get it to correct this was by adding it as criteria in the custom instructions.
