Update: Problem Solved! ✅

GitHub Support has resolved the issue. It turned out to be an automated abuse detection system that flagged my account for manual review, not a billing or quota issue. They've manually cleared the restrictions and I now have full access to GitHub Actions and Codespaces prebuilds again.

Thanks to everyone who offered suggestions and support! For anyone facing similar issues - persistence with GitHub Support does pay off, though it may take several back-and-forth messages to get to the right team.

GitHub Actions and self-hosted runners are working perfectly now! 🎉
