Can I change the description of my URL after awhile and how to complete the process after the second step of creating my app

Yes, you can change the URL/description on your GitHub profile or app later. For your profile, just go to Settings → Profile → Bio/URL and update it. For a GitHub App, you’ll find the URL and description fields under Settings → Developer settings → GitHub Apps → [Your App], where you can edit and save the changes anytime.

Go to GitHub → Settings (top-right profile picture → Settings).
In the left sidebar, click Account.
Under Change username, enter your new username.
If it’s available, click Update username.
