Account locked and unable to contact support (no case ID)

Hello,

I’m posting on behalf of a friend whose GitHub account is locked.

Account username: LiWenHui96
Registered email: sdgrlwh@163.com

The account was flagged after a security notification. Since then:

• Unable to sign in
• Unable to reset password
• Unable to submit a support request (no case ID generated)
• Emails to support are blocked

This means there is currently no way for the account owner to contact GitHub Support.

Could a GitHub staff member please help escalate this issue or advise how to proceed?
