docs: set up basic React component documentation

Add lightweight component documentation for the React frontend.

**Scope:**
* Install and configure Storybook
* Write stories for core/shared components
* Document props and intended usage for each
* Include basic usage examples

**Out of scope:** API integration docs (covered by drf-spectacular)
