docs: set up basic Django project documentation

Add lightweight internal documentation for the Django backend.

Scope:

• Install and configure MkDocs with Material theme
• Document app structure and responsibilities
• Document key environment variables and configuration
• Document deployment process (basic runbook)
• Document any non-obvious architectural decisions

Out of scope: API documentation (covered by drf-spectacular)

Effort: Small–Medium
