[infra] Enable Mode A cron (free template drafter)

Currently disabled per chore commit cef1cf5. Free path (no Anthropic API needed). Uncomment the schedule block in .github/workflows/anomaly-scan.yml. Will start producing daily PR drafts for review. Gate: humanEdited:false will block any draft from publishing without manual review.
