Backlog hygiene sweep: stale draft PR, obsolete issues, 14-day stale rule #147

Goal

Clear the accumulated backlog noise found in the 2026-07-08 audit and adopt a simple staleness convention.

Concrete actions

  1. PR [codex] Clarify provider execution safeguards #83 ("Clarify provider execution safeguards", draft since 2026-07-07 morning): decide — finish and mark ready, or close with a comment explaining why it is superseded.
  2. Issue AI OS: Prompt QA Factory standard #72: verified complete (see evidence comment there) — owner closes.
  3. Issue [Codex] Check #127/#128 scope dependency and safe PR sequence #129: auto-closes when PR Recover local-main batch: templates and sync-drift cleanup (audit #134) #140 merges (closing keyword present); verify it actually closed, close manually otherwise.
  4. Issue [Codex] Inspect and clean AI-OS sync drift #133: same — closes via Recover local-main batch: templates and sync-drift cleanup (audit #134) #140; verify.
  5. Issue Decide public repo licensing and visibility #110 (license/visibility): stays open — genuine owner decision, but flag it in every weekly digest until decided.

Staleness convention

Add one line to the weekly digest spec (#146): any issue or PR with no activity for 14 days is listed in the digest under "stale — decide: act, defer, or close". No auto-closing.

Acceptance

  • No open draft PRs older than 14 days without an explicit status comment.
  • Completed issues are closed; every remaining open issue has a next action or an owner-decision label.
