Update work order submisison system

The work order submission system needs fleshing out to be in-line with project goals.

To do so, the following must occur:

1. Create a generic ApHinity Work Order template in JSON format
2. Update the corrective action (CA) creation modal with a toggle button to submit the CA to the work order email on file for the location
3. Update the manual CA creation modal to ensure it has all requisite fields for the generation of work orders
