Describe the bug

users can try to link alerts to multiple incidents if they already link an alert on one browser tab and try to link that exact one in another, or if some other user has already linked the alert after the first one has loaded alert management page

Regression Issue

• Select this option if this issue appears to be a regression.

Expected Behavior

Users must not be able to link an alert to more than one incident

Current Behavior

User can get the link to an incident option even if it was already linked on other browser instance

Reproduction Steps

• open 2 tabs with the utmstack dashboard
• go to alert management pages on both them
• on the first tab create an incident for any alert
• on the other try create or link that same alert to an incident
