better ux for planning

[webbrain-one]

1. show only steps (show the current textbox only if the user hits change...)
2. do we show planning every time or only if confidence is less than 90% (with an additional argument in the tool) -- because asking for a plan every step of the way sucks!
3. auto-approve setting (off by default, or perhaps tiered, always on, off, or the default: only if the confidence is low)
