What to build

Add Reconciliation as the module that compares Workspace Manifest desired topology with observed local State Store and Project Registry data. The first tracer should produce a drift plan without mutating working trees.

Acceptance criteria

• Reconciliation reports added, missing, moved, conflicting, and unchanged projects.
• Drift plan uses desired paths resolved under the machine workspace root.
• Path conflicts are blockers and do not mutate the filesystem.
• Reconciliation does not write working trees unless an explicit apply path is invoked.
• Tests cover no observed-state leakage and safe path conflict behavior.
