idea: view-based streaming — only spawn entities visible to the Prometheus camera #202

San Francisco's hills occlude large parts of the map, so spawning buildings, traffic, and parked cars beyond a hill the camera can't see is wasted work.

Explore a smarter streaming system that loads/spawns only entities currently in view of the Prometheus camera (frustum + terrain occlusion culling).

First test / proof-of-concept: apply this to PARKED CARS only.
